I think it means that even though we're (Montanans) are supposedly underfunding our schools that our kids can acquire a good education here if they want to.
If I pull out #1 Daughters ACT scores, she's in the top 10% of kids nationwide, and she's a product of School District #2.
I do notice a trend among her friends though, and the best students are the kids who are cursed with parents that love them, and make them be in on time, and make them study.
Bush state right?
Pretty damned smart..........
