On Bush's Global Warming plan

Let's see, now. Baby Bush nixed the Kyoto Treaty. Then he refused to go along with the German prime minister's efforts and now he wants to become the leader of a battle against something he didn't believe in a week Ago? Are we doing to have another surge this time, a storm surge? But it'll probably be something like the Clean Skies Act, all smoke, or the Save the Forest's Act, something without a cutting edge.

Regardless of what you think of Bush's current stance on global warming, it's disingenuous to refer to him "nixing" Kyoto without admitting that the Senate voted 95-0 in 1997 to nix it (by opposing it in any form which granted exemptions to developing nations), and Clinton never signed it either. He let Al Gore "symbolically" sign it, but he never submitted the full Protocol to Congress. So when he "nixed" it, Bush just said the words that Congress and his predecessor had already written.

Oh, yes, he wanted to approve it and the Republican Congress under both Clinton and Baby Bush wouldn't do it? He's been denying global warming since day 1 and now he wants to be the leader of a fight against. Tell me another tale?
